What is a USDA loan in Kennewick?
A USDA guaranteed loan is a $0-down mortgage for income-eligible buyers purchasing a home the U.S. Department of Agriculture maps as rural. It is not a Kennewick city loan and it is not automatic just because Benton County has farms. The Kennewick municipal core is generally ineligible; parcels on the agricultural fringe, toward Benton City, and some outer lots can qualify. Jodie Barber (NMLS #76185), sponsored by NEXA Mortgage (NMLS #1660690), checks the official eligibility map by address and the 2026 income limits before anyone writes a $0-down offer. Finance with Jodie is not a real estate brokerage.
Tri-Cities shoppers hear “USDA” and picture a farm. The program finances ordinary houses on eligible land — often a three-bedroom on an acre just outside the city limit. The failure mode is the opposite: falling in love with a Southridge or Canyon Lakes listing that the map paints ineligible, then scrambling to FHA after the inspection. This page is about that map, Benton County income math, and when $0 down is real versus when FHA at 3.5% is the adult answer.
The map, not the city name, decides eligibility
USDA Rural Development publishes an address-level eligibility map. Kennewick’s built-up grid — downtown, Southridge, Canyon Lakes — sits in the ineligible pocket that forms around the Tri-Cities urbanized area. Drive west or southwest onto larger lots, or look at Benton City and unincorporated Benton County, and the shading often flips. Pasco and Richland have their own ineligible cores. There is no “Kennewick is USDA” sentence that is true for every listing.
Jodie will not take a verbal “my agent said it’s rural.” She opens the USDA map, drops the pin, and screenshots the result into the file. If the pin is ineligible, the conversation moves to FHA (Benton County 2026 one-unit limit $541,287), conventional, or VA. If the pin is eligible, she still has to clear income, citizenship/occupancy, and the property’s condition. Eligibility is necessary, not sufficient.
Property condition on rural Benton parcels is a different appraisal conversation than a 2018 Southridge spec home. Wells, septic, outbuildings, and manufactured homes each have USDA and investor overlays. A gorgeous shop on five acres can be the reason the file dies if the dwelling itself does not meet program standards. Walk the house with a buyer’s agent who has closed USDA in the valley, not only city FHA.
2026 income limits and the dual-income Hanford problem
USDA guaranteed income limits for 2026 start around $119,850 for a 1–4 person household and about $158,250 for 5–8 persons, with some MSAs set higher. The Tri-Cities employment base — Hanford, Pacific Northwest National Laboratory, and the contractors around them — produces a lot of dual-income households that sail over those caps even when the house itself is USDA-eligible. That is the most common “we thought we were USDA” disappointment Jodie sees in Benton County.
Income for USDA is household income, not just the borrower on the note. Overtime, bonuses, and adult children in the home can count depending on the rule set. Jodie would rather tell you that you are over the cap in week one than after you have paid for a septic inspection. When you are over the cap on an eligible parcel, FHA or conventional is the path — and Kennewick’s ~$432,000 median (May 2026, +2.8% YoY) still leaves 3.5% FHA cash-to-close in a workable range.
USDA is not only for first-time buyers. Repeat buyers can use it if they meet income and occupancy rules and do not already own a suitable home they should be occupying. Occupancy is strict: this is a primary-residence program, not a river-property investment vehicle.
Fees versus FHA MIP — why $0 down is not “free”
USDA charges an upfront guarantee fee and an annual fee. Those are usually lower than FHA’s MIP stack, which is why USDA can beat FHA on monthly cost when both programs are available. They are not zero. Jodie will not publish a rate or a payment here. She will show you USDA versus FHA versus VA on the same address so the guarantee fee does not sneak up as a surprise at the Loan Estimate.
Because USDA is $0 down, appraisal value and contract price have to stay friends. There is no 3.5% cushion. If the Benton County acreage appraises short, you are negotiating price, bringing cash you thought you would not need, or walking. That is another reason to be pre-approved and to write offers with an appraisal gap plan that matches your actual cash.
Washington down-payment assistance is built around first mortgages WSHFC offers. Pairing WSHFC help with USDA is a product-by-product question, not a slogan. If you have almost no cash and the parcel is eligible, Jodie checks whether a WSHFC USDA path or a USDA-only path is even on the current menu before you sit through an education class aimed at Home Advantage FHA buyers.
When the listing is in town: do not force USDA
If you are shopping Southridge, Canyon Lakes, or downtown Kennewick, stop asking whether USDA will “maybe” work. Use the FHA page on this site, or VA if you have entitlement. Forcing a rural program onto an urban lot wastes inspection money and burns sellers. The complementary page — Kennewick FHA — is written for those listings.
The honest USDA shopper in this market is looking at a specific kind of house: a bit more land, a well or septic, a commute that is still to Richland or the Hanford sites, and a price that is often near or under the city median. Population in Kennewick is about 85,000; the rural listings that qualify are a minority of the MLS. That scarcity is why this page exists as its own URL instead of a paragraph at the bottom of FHA.
Working with a buyer’s agent on a rural Benton file
Rural contracts have extra exhibits: well tests, septic inspections, propane, easements, flood and irrigation questions, and sometimes manufactured-home title. A buyer’s agent who only writes city condos will miss them. Jodie is not a real estate broker and will not write your offer. After pre-approval she can introduce a trusted local buyer’s agent who has closed USDA and well/septic files in Benton County.
Sequence: confirm map + income with Jodie, then tour eligible addresses, then write. The reverse order — tour first, lender later — is how people write $0-down offers on ineligible pins. Call (425) 830-2240. Start the application on financewithjodie.app when you are ready for a real pre-approval.

Jodie will pin the address on the USDA map and run household income against 2026 limits. If you need a buyer’s agent who understands wells, septics, and rural Benton contracts, she can introduce one after you are pre-approved. She does not sell real estate, does not claim Realtor® status, and does not operate a brokerage. Pre-approval plus a trusted intro is the whole realtor-side offer.
USDA Rural Loans in Kennewick — local FAQ
- Is Kennewick, Washington USDA-eligible?
- Not as a blanket. The city core — downtown, Southridge, Canyon Lakes — is generally ineligible on the USDA rural map because it sits in the Tri-Cities urbanized area. Unincorporated Benton County, some edges toward Benton City, and agricultural parcels can be eligible. Eligibility is address-specific. Jodie checks the official USDA map; a city name in a search query is not a determination.
- What household income is too high for a USDA loan near Kennewick in 2026?
- The 2026 guaranteed baseline is about $119,850 for a 1–4 person household and about $158,250 for 5–8 persons, with some areas set higher. Dual Hanford or lab incomes often exceed that even when the land is eligible. USDA counts household income, not only the applicant. If you are over the cap, FHA (Benton County limit $541,287) or conventional is the next conversation. Limits change; Jodie verifies the current figure for your county and household size.
- Can I buy a house inside Kennewick city limits with USDA?
- Only if that specific parcel is shaded eligible, which most in-town lots are not. Do not write a USDA offer on a Southridge new-build because a blog said “rural Washington.” Use FHA or VA in town. Use USDA when the pin is eligible and your income fits.
- Does USDA require a down payment in Benton County?
- The guaranteed program is designed for 100% financing — $0 down — when you qualify. You still need cash for earnest money (often refundable), inspections, and prepaid items unless a seller credit or a permitted assistance program covers them. Because there is no down-payment cushion, a low appraisal is a harder problem than on FHA.
- Can USDA finance a manufactured home or a house with a well and septic?
- Sometimes. Manufactured homes have age, foundation, and title rules. Wells and septics need tests and, often, a surviving system that meets local health rules. Outbuildings do not count as the dwelling. Jodie will not green-light a listing from photos. The appraisal and the property conditions have to close.
- Should I get pre-approved before looking at acreage listings?
- Yes. Map plus income plus credit should happen before the second showing. Rural listings can move, and sellers will not wait while you discover you are $20,000 over the USDA income cap. Jodie Barber, NMLS #76185, will run that screen and then introduce a buyer’s agent if you need one. She is not a real estate broker.
- How does a buyer’s agent need to write a USDA offer in the Tri-Cities?
- The contract should name USDA financing, a realistic appraisal and well/septic contingency window, and a close date that respects Rural Development and investor overlays. A conventional-only template that just swaps the word “USDA” into the financing paragraph is how files miss exhibits. Jodie can intro a local agent who has done this; she will not draft the purchase agreement.
- I have VA eligibility. Should I still chase USDA on the Benton fringe?
- Usually VA is cleaner: $0 down, no monthly PMI, no USDA income cap, no rural map. USDA can still win for a non-veteran spouse buying alone, or a household without VA entitlement that wants $0 down on eligible land. If you have a COE, start with VA and only use USDA if VA is unavailable or the numbers truly favor it.
- Can I use WSHFC down payment help with USDA?
- Only if a current WSHFC first-mortgage product is built to pair with USDA and you meet both programs. Many WSHFC conversations in Kennewick are Home Advantage + FHA, not USDA. Do not assume a 5% deferred second will layer onto a USDA guaranteed loan. Jodie checks the live matrix.
- What are USDA guarantee fees compared with FHA MIP?
- USDA charges an upfront guarantee fee and an annual fee that are typically lower than FHA’s MIP combination, which is why USDA can win on payment when both apply. They are not zero, and they are not advertised as a rate on this page. Ask Jodie for a side-by-side on a specific eligible address.
- Does USDA work for a second home or a house-hack duplex in Kennewick?
- No on a second home or investment property. USDA guaranteed is a primary-residence program. Some one-unit properties with accessory units can be discussed, but a straight rental duplex is the wrong product. Look at FHA or conventional for house-hacks, and only if occupancy rules are met.
- How long does a USDA loan take compared with FHA in the Tri-Cities?
- It is often a bit slower because of the guarantee and rural property conditions. Well and septic work adds calendar days. Do not promise a seller a 21-day close on a first-time USDA acreage file unless Jodie has already scoped the property. FHA in-town Southridge can be faster when the builder file is clean.
- Who originates the USDA loan — USDA or Jodie?
- A USDA guaranteed loan is made by a private lender and guaranteed in part by USDA. Jodie, as a broker (NMLS #76185) sponsored by NEXA Mortgage (NMLS #1660690), originates through approved investors. USDA does not hand you a check at a county office. Verify her license on NMLS Consumer Access. Call (425) 830-2240.
- What if the USDA map says no but I still have almost no down payment?
- Then the Kennewick conversation is FHA (3.5% down, Benton limit $541,287), VA if you are eligible, or WSHFC stacking on an eligible first mortgage. Read the Kennewick FHA page on this site and the Learn guides on down payment and first-time steps. Do not keep shopping as if the map will change because the house has a big backyard.
